RESERVATIONS & CONCESSIONS IN APPOINTMENT TO VARIOUS SERVICES UNDER CSIR

Introduction
The Scheduled Castes and Scheduled Tribes communities have undergone discrimination for ages. They remained backward in terms of economic, social and educational spheres. In order to bring them on to the main-stream, the builders of Indian Constitution have provided for their protection and advancement. There has been a systematic approach towards introduction of reservation in recruitment to Central/State Govt. Civil Services/Posts and certain concessions. In course of time, reservations were also extended to "Other Backward Classes" (OBCs) other than those who fall under "creamy layer".

On the observations of the Constitution-Bench of the Hon'ble Supreme Court, Govt. of India have replaced "Vacancy-based Rosters" by "Post-based Rosters" w.e.f. 2-7-1997.

Definitions
Scheduled Caste/Tribe:
A person shall be held to be a member of a Scheduled Caste or Scheduled Tribe, if he belongs to a Caste or a Tribe which has been declared by the Central Govt. to be a Scheduled Caste or a Scheduled Tribe for the area of which he/she is a resident.

OBC: Other Backward Caste would comprise the castes and communities which are common to both the lists in the Report of the Mandal Commission and the State Govt. lists.

Status on certain eventualities
Migration: A SC/ST member cannot be treated as such in relation to the place of his temporary residence, notwithstanding the fact that the name of his caste/tribe has been scheduled in respect of that area.

Adoption: In case of a legal adoption, the adoptive child, if adopted by SC/ST/OBC parents, acquires the status of a SC/ST/OBC.

Marriage: Marriage has no effect on status as SC/ST/OBC.

Conversion and re-conversion: Any person who professes a religion different from the Hindu, Sikh or Buddhist religion cannot be deemed to be a member of SC. However, the rights of a person belonging to ST are independent of his/her religious faith.

Cases of conversion/re-conversion are to be examined in the light of the following principles. Where a SC member gets converted to a religion other than Hinduism, Sikhism or Buddhism and then reconverts himself back, will be deemed to have reverted to his original status, provided he is accepted by the members of that particular caste as one among them. It holds good even in case of a descendant of a SC convert.
The mere fact of conversion to Hinduism, Sikhism or Buddhism will not be sufficient to entitle him to be regarded as Member of the SC community to which his fore-fathers belonged.

Applicability
Reservation Orders do not apply to Armed forces; vacancies filled by deputation; personal staff of Ministers; temporary appointments for less than 45 days; and work-charged posts in emergencies, and scientific & Technical posts in grades above the lowest grade of Gr. A of the service.

Reservation Orders also do not apply to posts filled on transfer on deputation/transfer where rules prescribe a percentage of posts to be filled by this method. Such corresponding portion of posts should be excluded while drawing up the rosters.

Constitutional provisions
Article 338 provides for appointment of a Special Officer to investigate into the working of various safeguards provided for in the Constitution of India in respect of SCs and STs.

In terms of Constitution (Sixty fifth Amendment) Act, 1990, "National Commission for SCs & STs" was constituted. In addition, there are two other monitoring agencies viz., Parliamentary Committee for Welfare of SCs/STs including OBC; and National Commission for Backward Classes.

In each Ministry/Department, the Dy. Secretary-in-Charge of Administration or any other Officer designated for the purpose will act as Liaison Officer in respect of matters relating to representation of SCs and STs in all establishments and services under the administrative control of the Ministry/ Department. Such person shall be responsible for ensuring due compliance of the orders and instructions pertaining to the reservation of vacancies and other benefits admissible to reserved categories of staff.

Checks & Balances
Persons who belong to SC/ST communities are free to write to the National Commission for directly on matters relating to appointment against reserved posts.

While issuing offer of appointment to SC, ST and OBC candidates, the following clause should be included: "The appointment is provisional and subject to the Caste/Tribe certificates being verified through the proper channels, and if the verification reveals that the claim to belong to SC/ST, as the case may be, is false, the services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Penal Code for production of false certificate."

The National Commission for SCs and STs recommended that "in case the false SC/ST certificate holder takes the shelter of the Courts, the Hon'ble Court may be approached to vacate the stay order, if at all granted, and to finalize the case on top priority to ensure that the person does not continue to avail the benefits meant for SCs and STs. This is expected to ensure that the guilty persons are not only suitably punished but also face departmental action.

Percentages of reservation
The percentage of reservation for appointment to Govt. service under Central/State Govt. or Public Sector Undertakings (PSU), is based on population of SCs, STs & OBCs. Presently the figures are based on 1991 census according to which each category constitutes: 16.48% for SCs and 8.08% for STs.
In respect of OBCs, the figure has been tentatively decided to be 27% and the reservation to this category has come into force w.e.f. 8-9-1993. The OBC category of staff who were recruited prior to 8-9-1993 have to be treated as General candidates.

The percentages for appointment to services shall be:

Direct Recruitment
1. On All India Basis:
i) By open competition
[would mean all recruitments by UPSC whether through Written Examination or by Interview or both recruitment made by the Staff Selection Commission (SSC) or any other Authority through written competitive tests (but not by Interview alone.]

Through UPSC means Competitive Test held by any other Authority
(200 Points: SC: 30; ST: 15; and OBC: 54) SC: 15; ST: 7.5; and OBC: 27%

ii) Otherwise than by Open Competition:
SC: 16 2/3; ST: 7.5; and OBC: 27%

Any recruitment not made by the UPSC or through Written Competitive Tests held by any other Authority would mean Direct Recruitment otherwise than by Open Competition.

The following modes of recruitment are to be determined "in accordance with the proportion of population to the population of the State/UT where the total percentage of reservation for SCs, STs & OBCs would be reduced suitably in the concerned State/UT so as to contain the total reservation up to 50%".

2. Direct recruitment to Gr. C & D posts which normally attract candidates from a Locality or Region.

3. Recruitment made through SSC:
i) Organisations which recruit candidates from a single common All India list prepared by the SSC
ii) Organizations which recruit candidates from the list prepared by the SSC on the basis of center-linked zonal basis
iii) A particular organization spreading into more than one State/UT
It may be noted that the Reservation Roster is not a confidential document.
In the case of Direct Recruitment, the existing quantum of reservation as per regional percentages applicable to different States/UTs would continue to be applicable.

In Direct Recruitment, the SC/ST/OBC candidates who were recruited purely on their merit from 1-7-1998 except those who have taken the benefit of age concession, experience and number of chances from 1-7-1998 shall be treated as General category candidates.

CSIR vide their letter No.20(11)1/2001/ SC-ST Cell dated 31-7-2001 conveyed that DoPT have clarified that action be taken as per instructions contained in GoI, DoPT O.M. No. 36011/1/98-Estt (Res) dated 1-7-1998 in cases where a relaxed standard is applied in selecting SC/ST and OBC candidates such as the age limit, experience, qualification, permitted number of chances in written examination, zone of consideration larger than what is provided for general category candidates, etc., the SC/ST/OBC candidates are to be counted against reserved vacancies. Such candidates would be deemed as unavailable for consideration against unreserved vacancies.

In other words, relaxation in age limit, etc. is available to SC/ST/OBC candidates only in those cases where the posts are reserved for the respective communities i.e. SC/ST & OBC.

Promotion
Reservation in promotion has been introduced progressively and the present percentages of reservation in promotion are as under:

1. Promotion through Limited Depart-mental Competitive Examination in Gr. B, C and D in grades or services in which the element of direct recruitment, if any, does not exceed 75%: SC: 15; ST: 7.5
2. Promotion by Selection (Merit-cum-Seniority) in or to Gr. B, C & D and from Gr. B to the lowest rung of Gr. A in grades or services in which the element of Direct Recruitment, if any, does not exceed 75%: SC: 15; ST: 7.5
3. Promotion by "Seniority (Seniority subject to Fitness) in all Groups of A, B, C & D in grades or services in which the element of direct recruitment, if any, does not exceed 75%: SC: 15; ST: 7.5

Reservation in promotion would continue till such time it reaches the prescribed percentages; whereafter the reservation to the extent of the prescribed percentages for the respective categories. If a post falls vacant on account of the incumbent being on leave, deputation, training, etc. such post can be filled by promoting an eligible official on the basis of seniority irrespective of the category to which such promotion belongs to.

Reservation does not apply to transfer on deputation/transfer where rules prescribe a percentage of posts to be filled by this method. The corresponding portion of posts should be excluded while drawing up the rosters.

Once the prescribed percentages have been achieved, the vacancy which got created due to retirement, resignation, death, etc. by a particular category will go to the member of the same category. For preparing roster, the total strength borne on each lower and higher cadre will be taken in to account.

There is no reservation in "Promotion" for OBCs.

Selection Grade: Since appointments to Selection Grades also constitute promotion, the Orders on Reservation/Concessions for SCs/STs in Promotions made by "Selection" or on the basis of "Seniority-cum-Fitness" will apply to these appointments.

De-reservation in promotion
Where recruitment to a grade is made both by "Promotion" and "Direct Recruitment", reserved vacancies falling in the promotion quota which cannot be filled due to non-availability of eligible persons belonging to SCs and STs in the feeder cadre may be temporarily diverted to the "Direct Recruitment" quota and filled by recruitment of candidates belonging to SCs and STs, as the case may be, in accordance with the provisions in the Recruitment Rules relating to "Direct Recruitment".

In the subsequent year(s) when reserved vacancies in the "Direct Recruitment" quota become available, these may be re-diverted to the "Promotion Quota" to make up for the vacancies diverted earlier and filled from SC/ST candidates in the feeder cadre who might have then become eligible for promotion. Even after introduction of post-based rosters, in the event of SC/ST candidates not being available, the vacancies meant for these categories would have to be de-reserved duly following prescribed procedure.

Diversion of vacancies
Diversion of reserved vacancies is not permissible in cases where the posts in a cadre are filled 100% by promotion or in which there is no element of "Direct Recruitment" in recruitment rules. If no reserved category candidate is available, it should be clearly indicated while forwarding the proposal to the DPC as to whether the competent authority has approved de-reservation of the reserved vacancy. Only in such case, a General category candidate will be recommended against reserved vacancy.

Exchange of reserved vacancies
In “Direct Recruitment”, the unfilled reserved vacancies are to be carried forward till these are actually filled. However, in the third year and subsequent years of their carrying forward, the vacancies reserved for SC category can be filled by ST category candidates, and vice versa.

In “Promotion”, exchange is permissible in the third year of the carry-forward. However, in the category of "Promotion by Selection" from Gr. C to Gr. B within Gr. B and from Gr. B to the lowest rung of Gr. A where no carrying forward is permitted, exchange is permitted within the same year. Exchange of vacancies is expected to ensure that the structure and composition of the cadre remains unaffected over a period and obviates the need for de-reservation in the promotion quota in such grades.

Carry-forward of vacancies
In "Direct Recruitment", if sufficient number of suitable candidates belonging to SC/ST/OBC is not available for appointment against reserved vacancies in a particular Recruitment Year, such vacancies are required to be carried forward to subsequent Recruitment Years till these are filled.

In the case of "Promotion" wherever de-reservation of the unfilled reserved vacancies is done, these are required to be carried forward to three subsequent recruitment years.

In the case of "Promotion by Selection" from Gr. C to Gr. B within Gr. B and from Gr. B to the lowest rung of Gr. A in that cadre or service, there is no carry-forward of unfilled reservations.

Recruitment of any SC/ST/OBC candidate will first be counted against additional quota brought forward from the previous years in chronological order. If sufficient number of SC/ST/OBC candidates are not available to fill all the reserved vacancies, the carried-forward vacancies should be filled up first by the available SC/ST/OBC candidates and vacancies carried-forward comparatively later, should be carried-forward further.

Normal zone of consideration would be twice the number of vacancies plus 4. While the extended zone of consideration could be 5 times the number of vacancies. SC/ST Officers who are within the normal zone of consideration should be considered for promotion along with others adjudged on the same basis as others.

Age relaxation
i) Direct recruits : Five years for SC/ST
ii) Departmental candidates: For “Direct Recruitment” in Gr. C and D posts/services up to the age of 40 years for General candidates and 45 years in the case of SC/ST. In respect of PH persons belonging to SC/ST: 10 years over and above 5 years.
In Promotion: Where the upper age limit not exceeding 50 years is prescribed, it should be relaxed by 5 years subject to physical fitness

No relaxation in qualification and/or minimum number of marks is available.

Accommodation: General Pool of Accommodation to the extent of 10% in Type A and B and 5% in type C and D under the control of Directorate Of Estates in 2:1 ratio between SC and ST.


OTHER BACKWARD CASTES
A National Commission for Backward Classes has been constituted by the GoI in order to examine requests for inclusion of any class of citizen as a backward class in the lists and receive complaints of over- or under-inclusion of any backward class in such lists and tender necessary advice to the Central Govt. as it deems appropriate.
There shall be a separate Liaison Officer for OBCs for looking after matters relating to the reservation for the OBCs. For this purpose, Dy. Secretary in-charge of Administration or an Officer of the rank of Dy. Secretary shall be nominated as Liaison Officer.

Relaxations: In order to fill up the quota earmarked for OBCs, minimum standards can be relaxed in written Examinations and interview in respect of OBCs as in the case of SC/ST candidates.

Age limit: The upper age limit prescribed for Direct Recruitment shall be relaxed by three years in respect of OBC candidates.
PHYSICALLY HANDICAPPED
Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 came into effect from 7-2-1996. Hence, it has become necessary that the provisions contained therein relating to filling up of the posts meant for persons with disabilities are required to be implemented earnestly.

The categories of the handicapped for the purpose of reservation in employment were duly defined by Govt. of India.

The percentage of reservation in appointment to Physically Handicapped (PH) persons for appointment to Gr. C and Gr. D Posts/Services under Govt. are: The Blind: 1%; the Deaf:1%; the Orthopaedically Handicapped: 1%.

Reservation of posts should be made separately for each category of handicapped persons with the provision for inter se exchange of vacancies, if candidates belonging to a category of persons are not available or if the nature of vacancies in an office is such that a given category of persons cannot be employed.

Although the recruitment of PH persons would be only against the posts identified as suitable for them for which reservations would apply, the total number of vacancies occurring in the said group would be taken into account i.e. the 3% shall have to be computed on the basis of vacancies missing in both the identified and non-identified posts in Gr. C and D.

All the Departments. have to maintain a separate 100 point Roster in a Register for this purpose in which each cycle of 100 points shall be divided into three categories as follows: 1st Block: Point No. 1 to 33; 2nd Block: Point No. 34 to 67; and 3rd Block: Point No. 68 to 100.

In any Recruitment Year, if the vacancies reserved to these categories are not filled, the reservation should be carried over for a period of three subsequent Recruitment Years.

While regularizing the Casual Workers who were conferred with Temporary Status, reservation to PH persons should also be considered along with other reserved categories.

Exemption from typing test: Physically Handicapped persons who are otherwise qualified to hold clerical posts and are certified as being unable to type by the Medical Board attached to special Employment Exchange for the handicapped (or by a Civil Surgeon where there is no such Board) should be exempted from the typing qualification. Accordingly while retaining the typing qualification in the recruitment rules for the posts of LDC, a provision should be made therein that such requirement will not apply in the case of handicapped persons.
Transport Allowance: PH Persons are eligible to draw Transport Allowance at "double" the prescribed normal rates. Those who were provided with Govt. accommodation within a distance of 1 km. from the place of work and residence are also eligible to draw Transport Allowance at normal rate.

Fee exemption: PH Persons who would otherwise be eligible for appointment to the post on the basis of the standards of medical fitness prescribed for that post are exempted from payment of Examination fee and application fee in respect of competitive Examinations held by SSC and UPSC for recruitment to Gr. A, B, C & D posts filled through “Recruitment by Selection”.
Reservation benefits to leprosy-cured persons who have become handicapped are eligible to be considered for appointment under PH category. However, this will not preclude his right for preferential medical treatment. In cases where PH candidates are referred to Govt. Civil hospitals located at stations outside their HQs. fee collected, if any, is reimbursable.

Relaxation of standards in selection of PH persons against reserved vacancies have to be applied. Appointing Authorities are required to endorse a copy of their employment notice to Vocational Rehabilitation Centres and the Special Employment Exchanges for the Physically Handicapped.

Due preference has to be given to persons with disabilities at the time of recruitment to the identified posts in Gr. A & B.

For appointment to Gr. C and D posts filled through Employment Exchange, the upper age limit in case of blind, deaf-mute and orthopaedically handicapped persons can be relaxed up to 10 years.

Appointment to Gr. A and posts where recruitment is made through Open Competitive Examination:

Age relaxation: Age relaxation up to 10 years for appointment to Gr. C and D posts filled through Employment Exchanges and for recruitment to posts filled through SSC. For SC/ST, the above relaxation would be over and above normal age relaxation. For Gr. A & B posts except where recruitment is made through “Open Competitive Examination”, age relaxation of 5 years (10 years for SC/ST and 8 years for OBCs)

Percentage of reservation: One percent for each category in Direct Recruitment and in Promotion in Gr. C & D posts.

Relaxation in promotion: If the Direct Recruitment is 75% or more, no reservation will be provided for any category including PH while filling up the posts by Promotions.
While filling posts by “Promotion by Selection” or by “Selection-cum-Seniority” methods where adequate number of PH candidates of the appropriate category are not available within the normal zone, the zone of consideration can be extended to 5 times the normal zone.

Reservation for PH shall be provided in Gr. C and D posts filled by Promotion within Gr. D; Gr. D to Gr. C; and within Gr. C, provided the posts identified as capable of being filled.

In the case of posts filled by promotion by non-Selection, i.e. “Seniority-cum-Fitness” method, the eligible PH will be considered against the reserved vacancies. There is no other relaxation in promotions.

The reservation scheme applies to all the posts and grades belonging to Gr. A, B, C and D under the Central Govt.

Relaxation of standards: If sufficient number of candidates are not available on the basis of general standard PH candidates can be selected under relaxed standards of selection, subject to the fitness of these candidates for appointment to such posts.

Transfer requests from PH employees in Gr. A, B, C & D categories for transfer to or near their native places have to be given preference.

Head of the Department is competent to allow inter se exchange between various categories of persons with disabilities, subject to non-availability of suitable candidate of specific category. Further, in case the post is identified as suitable for all three categories of persons with disabilities, preference should be given to the category which is the least represented in the service.


EX-SERVICEMEN
Ex-Servicemen (Re-Employment in Central Civil Services and Posts) Rules, 1979 shall apply to all the Central Civil Services and Posts of Gr. C and D and to the posts of the level of Assistant Commandant in all para-military forces.

Reservation of vacancies: Ten percent of the vacancies in the posts of the level of Asst. Commandant in all para-military forces and 10% of the vacancies in Gr. C and 20% in Gr. D posts including those vacancies filled initially on a temporary basis, and temporary vacancies which are likely to be made permanent or are likely to continue for three months and more to be filled by “Direct Recruitment” in any Recruitment Year shall be reserved for being filled by Ex-Servicemen, provided the percentage of reservation including other categories of SC/ST/OBC taken together is within the 50% limit.

Out of the vacancies reserved for being filled for the Ex-Servicemen, disabled Ex-Servicemen, vacancies shall also be reserved for candidates belonging to SC/ST/OBC in accordance with rules. If any Ex-Serviceman belonging to SC/ST/OBC is selected, his selection shall be counted against the over all quota of Ex-Servicemen.

Age limit: Ex-Servicemen who have put in not less than six months continuous service in Armed Forces shall be allowed to deduct the period of such service from his actual age and if the resultant age does not exceed the maximum age limit prescribed for the post for by more than 3 years, he shall be deemed to satisfy the age limit.

Relaxation of qualifications: For appointment to any reserved vacancy in Gr. D posts, Ex-Servicemen who have put in not less than 3 years service in Armed Forces shall be exempt from the minimum educational qualifications prescribed, if any, in respect of such posts.

For appointment to any reserved vacancy in Gr. C posts, the Appointing Authority may, at his discretion, relax the minimum educational qualification where such qualification prescribed is a pass in the Middle School Examination or any lower Examination, in favour of Ex-Servicemen who have put in at least 3 years service in the Armed Forces and those who are considered otherwise fit and suitable for appointment to such posts in view of their experience and other qualifications

For appointment to any reserved vacancy in Gr. C posts, a Matriculate Ex-Serviceman which term includes an Ex-Serviceman who has obtained the Indian Army Special Certificate of Education or the corresponding Certificate in the Navy or Air Force who has put in not less than 15 years of service in the Armed Forces may be considered eligible for appointment to the posts for which the essential educational qualification is graduation and where:

a) Work experience of technical or professional nature is not essential; or
b) Though the non-technical professional work experience prescribed is essential, yet the Appointing Authority is satisfied that the Ex-Serviceman is expected to perform the duties of the post by undergoing "on the job training" for a short duration.

For appointment to any reserved vacancy in Gr. C and D posts where the minimum qualification is Matriculation, the Appointing Authority may, at his discretion, relax the minimum educational qualification in favour of an Ex-Serviceman who has passed Indian Army Class-I Examination or equivalent examination in the Navy or Air Force, and who has put in at least 15 years service in the Armed Forces (including the service rendered in a corresponding post in State/Central Govt. Civil Department/PUC/Autonomous Bodies/ Nationalized Banks, if he is otherwise considered fit to hold the post in view of his experience and other qualifications.

Lower standards: If sufficient number of candidates are not available to fill all the reserved vacancies, candidates may be selected under relaxed standards of selection to make up the quota subject to the condition that such relaxation will not affect the level of their performance.

Notification of vacancies: The reserved vacancies for Ex-Servicemen should be notified to the Director-General (Resettle-ment), Ministry of Defence, GoI, and the Rajya and Zilla Sainik Board and an advance notice of preferably 3 months is to be given. The vacancies should also be notified through local Newspapers.

Priorities accorded to Disabled Ex-servicemen: For the purpose of appointment to the posts of Gr. C and D posts under the Central Govt. filled by “Direct Recruitment”, the Ex-Servicemen disabled whether during war or in peace time and their disability being attributable to military service shall be accorded Priority-I along with retrenched employees of Govt.

It has also been provided that up to two members each of the families (widow, son/daughter/near relation who undertake to support his family) of Defence services personnel killed in service or severely disabled (over 50% and have become unfit for military service) would be accorded Priority-II.

Certificate of fitness: The disabled Defence Services personnel will be examined by a Demobilization Medical Board of the Defence Services and the Certificate of Fitness granted by the Board would be enough for employment to Gr. A to Gr. D posts

Appointment to Gr. C posts
Through Competitive Examination:
Relaxation of the age limit of up to three years in the case of disabled Defence Service personnel belonging to the SC/ST in excess of the prescribed age limit, subject to the condition that they would not be allowed to avail more number of chances than the maximum number prescribed for General candidates under age limit.

Through Employment Exchange: For the purpose of appointment, a Certificate issued by the Director-General (Resettlement), Ministry of Defence should be accepted as evidence of age and qualifications for claiming age concession.

Status of Ex-Serviceman: Once an Ex-Serviceman joins the Govt. job on civil side after availing of the benefits given to him as an Ex-Serviceman for re-employment, his status of Ex-Serviceman for the purpose of re-employment in Govt., ceases. On his joining the Civil employment he is deemed to be a civil employee.

Age relaxation for the disabled: Ex-Servicemen who have already secured employment under Central Govt. in Gr. C posts will be permitted the benefit of age relaxation for serving another employment. However, they will not be eligible for the benefit of reservation as Ex-Serviceman.

Lower standard: In the case of Direct Recruitment, if sufficient number of Ex-Servicemen are not available on the basis of general standard, they can be selected under relaxed standard of selection provided such selection will not affect the level of their performance.

Exemption from payment of fee: Ex-Servicemen are exempted from payment of Application fee and Examination fee in respect of examinations conducted by UPSC, SSC and ISTM for various Non-Gazetted Gr. C posts under Central Govt. Service, Recruitment Boards for vacancies in the Nationalized Banks.

HBA: Past Military service would be counted for reckoning the minimum period of 10 years service for grant of HBA.


SPORTSMEN
Recruitment of meritorious sportsmen to Gr. C and D services may be made by Direct
Recruitment otherwise than through Competitive Examination by UPSC/SSC, if provided under the Recruitment Rules.

Appointment of a Sportsman cannot be made unless, the candidate is in all respects eligible for appointment to the post applied for and in particular in regard to educational qualification, age, experience prescribed under the Recruitment Rules applicable to the post, except to the extent to which relaxation thereof has been permitted in respect of class/category of persons to which the applicant belongs.

Eligibility criteria
i) Sportsmen who have represented a State or the country in the National or International competition in any of the following Games/Sports are eligible to be considered: Archery, Athletics (including Track and Field events), Atya-Patya, Badminton, Ball-Badminton, Basketball, Billiards and Snooker, Boxing, Bridge, Carrom, Chess, Cricket, Cycling, Equestrian Sports, Football, Golf, Gymnastics (including Body Building), Handball, Hockey, Judo, Kabaddi, Karate-DO, Kayaking & Canoeing, Kho-Kho, Polo, Powerlifting, Rifle Shooting, Roller Skating, Rowing, Softball, Squash, Swimming, Table Tennis, Taekwondo, Tennikoit, Tennis, Volleyball, Weight-lifting, Wrestling, Yachting.
ii) Sportsmen who have represented their University in the Inter-Univ. Tournaments conducted by the Inter-Univ. Sports Board in any of the Sports/Games.
iii) Sportsmen who have represented the State Schools Team in the National Sports/Games for Schools conducted by the All India School Games Federation in any of the above Sports/Games.
iv) Sportsmen who have been awarded National Awards in Physical Efficiency under the National Physical Efficiency Drive.

Meritorious Sportsmen can be considered for appointment even if they are already in the Govt. service. In making appointments to any post under the Govt. by “Promotion”, no preference shall be given to meritorious Sportsmen though that fact may be taken into account in assessing the overall merit.

Extent: In any Recruitment Year, all other reservations should not exceed 50% of the total number of posts filled by Direct Recruitment.

Seniority: Sportsmen recruited along with General candidates may be assigned seniority in the order in which they are placed in the panel for relaxation. Where the selection is made through SSC whether by a competitive Examination or otherwise, the Sportsmen recruited by the Departments themselves should be placed en bloc junior to those who have already been recommended by SSC. The inter se seniority of Sportsmen will be in the order of selection.

Order of preference: First preference will be given to those candidates who have represented the country in International competition with the clearance of Department. of Youth Affairs & Sports and the second preference to Sportsmen who have represented a State/UT.
